The Regional Transportation Authority was established on a foundation of accountability and transparency. Accountability started with bringing regional partners, stakeholders and members of the regional community to the table to develop a 20-year regional transportation plan that would be acceptable to RTA partner jurisdictions and ultimately Pima County voters.
The following are RTA statutory or RTA Board commitments to be accountable to the public:
- The RTA Board established a citizens’ oversight committee to review and provide feedback on RTA program delivery and fiscal performance. The Citizens Accountability for Regional Transportation (CART) Committee meets on a quarterly basis, or as needed.
- The RTA publishes an annual report on RTA program delivery of projects and services, as well as fiscal performance. Highlights of the annual report are published in two local newspapers before Jan. 1 of each year.
- An annual financial audit is conducted, and the report is posted online.
- Every five years, the state conducts a required performance audit of the RTA. These reports to date include:
The next 5-year state-performance audit will be getting underway in the summer of 2026.
Quarterly Reports
The RTA launched quarterly analysis reports at its March 2026 meetings, including presentations to the Citizens Accountability for Regional Transportation (CART) Committee, the Technical Management Committee and the RTA Board.
RTA Administrative Documents
The RTA Administrative Code sets guidelines for RTA program delivery. This tool will be used throughout the implementation of the new regional transportation plan approved on March 10, 2026, by Pima County voters.
