The First Avenue, River Road to Grant Road Project (RTA 2006-14) was moved to the 2026 RTA plan due to a modified scope. The project has reached the 30% milestone. Public outreach has been concluded including 16-citizen task force meetings, 3-open houses, 3-virtual open houses, 9-pop-up events, an online survey and extensive business engagement.
The 30% design was approved by the RTA Board at the September 24, 2026, meeting.
The project will be split into two phases; Grant to Wetmore and Wetmore to River to align with a federal funding grant that was received. RTA will serve as the lead jurisdiction and both project segments will begin transition into detailed design work activities shortly, with construction targeted to begin in Winter 2027/2028 and overall completion for the whole corridor by end of 2031. The project was moved to the 2026 RTA plan due to a modified scope.
This project includes a new bridge over the Rillito River, pavement reconstruction, continuous and accessible sidewalks, enhanced bicycle facilities, safety improvements, drainage improvements, upgraded traffic signals, and landscaping.
The purpose of the project is to modernize the corridor using a Complete Streets framework to enhance safety for all users, improve roadway conditions, and provide greater comfort and accessibility for pedestrians, transit riders, and bicyclists.
